The President on March 4, 2014, promulgated The Scheduled Castes and The Scheduled Tribes (Prevention of Atrocities) Amendment Ordinance, 2014 in order to amend the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989. The mentioned below are certain amendments:
1. In the long title for the words “Special Courts”, the words “Special Courts and Exclusive Special Courts” shall be substituted.
2. Section 2 has been amended by inserting the definition of “Dependant”, “economic boycott”, “Exclusive Special Court”, “Foreign Rights”, “Manual Scavenger”, “Public Servant”, “social boycott”, “victim”, “witness”.
3. Section 3, 8 and 10 amended.
4. Substitution of new section for section 4, 14 and 15 dealing with the “punishment for neglect of duties” “Special Courts and Exclusive Special Courts and Special Public Prosecutor and Exclusive Public Prosecutor, respectively.
5. Insertion of new section i.e. Section 14 A which deals with ‘Appeals’, new Chapter i.e. IV A which deals with ‘Rights of victim and witnesses’ and a new Schedule.
